This is clearly just a response to the long-standing 'apostate' criticism that the GB should stay out of the bedroom, that's all. It will diffuse the critics, enable JWs who have issue with the unspoken ban to go ahead as long as they keep it to themselves, and reinforce the traditional JW view when reading between the lines above that these acts are still in fact improper.

i think the gb needs to expand publishers' volunteer activities beyond door knocking.. gb has shifted away from door-knocking to more varied forms of witnessing and no longer counting time for publishers.
my prediction is that the gb will start encouraging jws to participate in broader community volunteer efforts: clean-up drives, food banks, senior citizen support, and other non-proselytizing activities.
this move could help them gain goodwill with government agencies and the public.. expanding volunteer activities could significantly shift how jws are perceived by the wider community.
There's a Biblical basis they could use, as Paul said there are different types of ministries.

Your heart may be in the right place FR7, but the sooner you realize JWs simply aren't special, for good OR for bad, and you don't have to spin their own pseudo-biblical antitype rhetoric against them, the sooner you'll finally wake up.
